Individual states and school districts are still grappling with this coming decline in the midst of the COVID-19 epidemic for how to handle the reopening of schools.

On Tuesday, North Carolina Governor Roy Cooper announced that his state school would be a 0. The plan will reopen under B, including a mix of remote and in-person instruction. They have given each district a 0. "Plan C, 0 "Also provided the option of adopting which will dictate that all instructions are remote.
